Holding volume button= nothing happens?

Is it supposed to be that way? I want to remember that holding down one of the volume buttons would lower the volume, and now i have to press the button 1 time for 1 step down/up etc. Is this normal, or is my iPhone broke?

Just tried it on my iphone 4. When I hold vol down in, it decreases all the way.
