iPhone Home Screen Wallpaper is Jumpy

Im using the 4s and have to switch on Reduce Motion because without it the picture is very jumpy rather than scrolling smoothly. Is anyone else having this problem?

Perhaps its the 4s chipset, not being powerful enough to drive parallax smoothly. Its smooth on my iPhone 5.

Yeah on my 5 it jumps around sometimes. Not always 100% smooth. I also keep it turned off.
