I'm encountering an issue, in that movies on my child's account, when downloaded and added to my iTunes ( my Mac mini is still running Mojave, and if I upgrade, it'll move my audiobooks ), are no longer watchable on the ATV. Even movies that were downloaded a while ago, and we've watched, are now no longer accessible. I get, "This content can't be played on this Apple TV" ).

Oddly, if I go into purchases on the ATV, and select her account I can see and watch everything.

Any ideas?
 
First thing, go into iTunes on your Mac and 'reauthorise' the Mac. It will probably say something like "This Mac is already authorised but we have reauthorised it anyway".

Always seems to do the trick!

Nope, that didn't work :( What I did find, though, is that when I tried to play it on the Mac mini, it said the computer wasn't authorised, and the dialog had my child's email address pre-filled in ( it is the purchased account ). I haven't seen it do that before, I'm not sure a computer can be authorised simultaneously for two accounts, can it?
 
I guess that you could try 'Family Sharing' with the accounts?
Any reason why you want to play the films from your Mac Mini instead of directly playing them from Apple's servers which is the recommended way to watch iTunes films when you take into account 4K, Dolby Vision and Dolby Atmos from Apple's servers.

I would only recommend using home sharing with a purchased iTunes film as an absolute last resort. I find it horrifically unreliable in terms of buffering.
 
I've been using Home Sharing for the best part of 10 years, or so, and this is the first time I've ever encountered an issue with it. The only time I've encountered buffering, and it was an issue with my router, I upgraded it, and it's been rock solid every, and that's with multiple simultaneous streams.

It used to work, so something has changed, I'm just trying to figure out what....

This is happening to me too. I have disabled and re-enabled home sharing on Catalina, and still cannot watch purchased movies on my 4K or 3rd gen...

UPDATE: Re-Authorizing in the TV app on my Mac fixed it (as mentioned above), and the movies are now playing on all of my TV's
