HomeKit Homekit Prioritization of Home "Hubs"

Question around Home "Hubs" or the top left corner of the Home app that has the diagonal arrow. Currently I have 2 HomePods and 2 Apple TV's which 1 device is always connected while the other 3 are in Standby.

How does the Home App decide which device will be the primary connected device?

It seems to me that when the current hub becomes unavailable, one of the others takes over.

Agree - but how does it prioritize one over the other? Is there any documentation around how this works?
