HomeKit Homekit: Two iPhones on same Apple ID. "Everyone Leaves" action not available?

I'm trying to create an automation based on both my wife and myself having left the house.

I can choose "People Leave", however for the Action, the only option is "Anyone Leaves", which is greyed out.
A comment below the action states that the location is determined by the location of this iPhone.

How do I add my wife's iPhone, which is on the same Apple ID and using the same email address?

have you shared your home with your wife?

Share control of your home - Apple Support

Invite people to control your smart home accessories in the Home app. You can also edit permissions for shared users, and allow them to control your home remotely.

do you have a home hub?
leave automations require one, so there's something still at home for your phone to tell that you've left.

As I said were using the same Apple ID and email so I’m not sure how I would invite her. She has already got Home on her phone, but the "Leave Action" on her phone states that the location is based on my phone, not her. There is no option to define "when both phones have left".

When I try to enter the Apple ID email it says invitation failed.

I’m using an iPad as the hub at the moment until I get things working.

I missed the part about you being the same user.

She needs to be her own user.
