I believe the auto update is only for installing updates, not downloading them. I have auto turned off as well.Having the same issue - I thought I had auto updates turned off but one of my Minis is now stuck on “downloading” all day.

I just unplugged for a about a minute, plugged back in and it downloaded the update a little while after.

I had the configuring issue too with a HomePod Mini back on iOS 14, early this year. It was reported a few times. For that, I recall I had to restore to factory settings and start over. Apple software has been a nightmare for the past few years.I’m up to 24 hours now …
Yet when I bought and installed the mini the first time setup was pretty much instant. What has Apple messed up with their latest updates?

I saw a mention on Twitter about routers. I have an Asus but had QOS enabled which priorities tasks and applications.
The mention said to turn it off then try adding the HP Mini.
