Tonight I was playing around with the Air2 and the plus. I noticed that the air2 listed the hotspot on the plus was listed, even though the hotspot as off on the plus.
When I hit the hotspot connection on the air2 it remotely turned on the hotspot.
Has it always been this way?

You must not have read about these new features in iOS 8. Apple talked this feature up, you can initiate a hotspot from your iPad or Mac.

"You can use Personal Hotspot on your iPhone to provide Internet access to your other devices without additional setup. You'll need to sign in to iCloud using the same Apple ID as your iPhone. Also, your cellular provider needs to provision your Personal Hotspot."
