Important notes
Purchase AppleCare+ with your new iPad. Or buy it within 60 days of your iPad purchase:

  • Online (requires you to verify your serial number and run a remote diagnostic)
  • At an Apple Store (inspection of iPad and proof of purchase are required)
  • By calling (800) 275-2273 (requires you to run a remote diagnostic and provide proof of purchase)
You should be able to buy Apple Care at the time of your purchase at most stores that sell iPads.

Apple gives you the option at checkout when you order online, and presumably in store as well. I know that Best Buy and the carriers are also able to sell it now, so that should cover most of your bases.

AppleCare can be purchased up to 60 days after the purchase of the device.

I bought it about a month after the iPad. You have to run a fairly simple automated diagnostic to confirm everything is working but it was simple to do after the fact. Got an email confirming immediate coverage as well.
 
In iOS 12.2, you can now see how much time you have left to purchase AppleCare, and follow a link to buy it in Settings>General>About.
