i have a video at 1080p30. in that video, there is a video playing at 720p. i cropped the video down to 720p, but the rest of the space is filled with black, so that it stays at 1080p. how can i remove the blackness and render out the 720p video?

I'm not 100% sure I understand correctly. You can do one of two things. Scale the 720p up by selecting that clip, click info and then go down to change the scale so it fills the screen. Assuming your project is setup in 1080p, when you export it, there will be no black bars in your 720p clip. The 2nd option would be to create a new project and set it up initially in 720p (not based on first clip). Make you video with the 1080p clips scaled down.
