All iPads How can I get iWork and iLife apps for free?

I couldnt get them on my ipad mini before I sold it, they were on the app store but only garageband was free.

When I receive my Ipad air how will I be able to get them for free?

If you have an existing Apple ID it may take a day or two after activating a new product before they change from paid to free apps.
