After pressing "Get Info," I can see that the file is a Unix Executable File.

If you really trust the file, just open Terminal.app and type:

cd <Folder which contains file whoa>
    ./whoa

i was just looking at the "gibberish" in textedit, and i found a rational series of letters; the picture was taken from a fuji film fine pix camera: "FUJIFILM

    in the Terminal type

    cd /Users/______ Pictures/My Pictures
    ./whoa

hit enter after each line and type the word you edited out in place of "______"

its probably just a hidden file that your FUJI camera or FUJI software makes for Windows and it shows up in Mac OS X. you could probably delete it without any harm but keep it to be on the safe side.

    did you rename it "whoa"?

If you're sure it's a picture file rename it whoa.jpg and open it in preview.

edit: unless it's a RAW photo, then rename it with the correct raw extension, but I've found that gif still open even if you name then jpeg ( preview is smart )

    try this.

    open Terminal.app
type "file " and drag the icon of the file to the command line.

This should give you a bit more info on what kind of file it is.
