iPhone X How can you add pictures/videos on iPhone from computer? Adding them to the Photos app?

Manually without syncing.

I backed up videos to a external hard drive and I want to re add them to my iPhone again.

If you have only videos you can install VLC on your phone and add them there with File Sharing.

if mac/iphone environment:
Air Drop.
just get on same network, and just drag the photos to the Air Drop icon on yr mac.

if iphone / non-mac environment:
if you regularly do this kind of transfer especially for photos/videos, then buy an Apple SD card reader that has lightning on one end.
