I do not wish to update to IOS 11 but I keep getting periodic update messages when I use my device.

I wouldn't mind except it's very easy if you aren't paying attention to start a download / installation and you can't go back.

Is there a way to permanently turn off the reminder ?

Is it a violation of terms to post a link here? I just did this last week and have a link for a profile I downloaded right to my phone by visiting a site. I'm on 10.3.3 and my phone says it's up to date.

You can PM the link to me and I'll post it for science.

Edit:
here are the full instructions: https://www.unlockboot.com/completely-disable-ota-updates-on-iphone-ipad/

And just the ota profile: https://cdn.unlockboot.com/wp-content/uploads/2017/07/NOOTA.mobileconfig

I'd suggest following the entire guide to make sure no update is taking up space on your device.

For science purposes only

Agreed. And you can, you just have to know it's a risk. I'm fine with it since it allows me to have a phone as impressively fast as it was when I got it for Christmas after looking forward to it for months but YMMV.

I'm now getting constant update reminders on almost every swipe that I do on my iPhone SE!
What the heck is going on?

It is a huge security risk to block updates. Don't do it.

I completely agree about the risk, but sometimes people have an issue that makes it temporarily unavoidable.

Many others choose to do it though for sure.

For those that do, the tvOS profile option currently works well.

Problem solved. I deleted the already downloaded iOS 11 and the annoying update reminders are gone.

Odds are next time you're plugged in and on wifi, yes.

Only if you tap "Download and install" under "Software Update".
I did before because my plan was to update until I heard about the ongoing issues. So it's been sitting on my phone for a while without bugging me.

Installing the profile worked for me. Typing this on my 4S running iOS 6 which I brought to work today as an experiment. 6S Plus is here too without a SIM (and on iOS 10.3.3 with the profile installed) just in case. Oddly the 4S errors out when I try to install that profile using the same link as I used on my 6S+
