How come after every permissions repair, I scan the same problems?

I can keep pressing repair permissions and it keeps coming up with the same problems. Is this normal?
 
Ah okay. Thanks. Those are exactly the ones i keep getting.

OS X should simply ignore those for me. or at least color them green.
