Apple has been give messages saying running out of storage space for icloud storage. I never found out how to access my icloud storage and see what is actually inside. I have three Apple iPhones, two iPads.

How do you go about getting into ones iCloud storage account? I prefer to do it on my Windows 10 PC since it has 28” 4k display, i7 CPU, 32GB RAM and three SSD storage devices.

On an iPhone or iPad (running iOS 12 – if you're on something earlier it should at least be similar), go to Settings > Your Name > iCloud. At the top of that screen is a simple horizontal breakdown of what kinds of data are using your storage, and how much remains empty. For more detail about which apps are using how much, choose "Manage Storage."

If you have iCloud Drive turned on, you should be able to see and use the Files app to navigate the folders of any apps storing your documents in iCloud Drive as well.

On iCloud.com if you go into settings it will show a bar chart of what is using the available space. As you don't appear to be deliberately using iCloud for document storage then most of the space is probably being taken up with backups or iCloud photo library if you have that enabled. To find out which device is taking up space then you will need to access each device using the way Statfia mentions above. As you have multiple Phones and iPad then I suspect that you are backing up multiple devices to the same account and that is why you have run out of space.

If it is backups that it is the problem, If you no longer need to backup a particular phone (as you have replaced it with a newer one and no longer use it for example), use the old device to remove the backup as follows :

Launch the Settings app on your iPhone or iPad.
Tap on your Apple ID right at the top. ...
    Tap on iCloud.
    Tap Manage Storage under iCloud.
    Tap Backup.
Tap the device whose backup you want to delete.
Tap Delete Backup at the bottom.
    Tap Turn Off & Delete.

Alternatively You can buy more storage from Apple, by doing the following

Upgrade your iCloud storage from any device

Go to Settings > [your name] > iCloud > Manage Storage or iCloud Storage.

If you're using iOS 10.2 or earlier, go to Settings > iCloud > Storage.
Tap Buy More Storage or Change Storage Plan.
    Choose a plan.
Tap Buy and follow the onscreen instructions.

I presume you are looking at a particular iPhone or iPad - Looks like iCloud was not setup for that device. Have you tried the www.icloud.com website that will give you an overview. You will then be able to see what devices are linked to your iCloud account. You will need to check each device listed.

Actually, OP might be going to icloud.com on iOS Safari: that's what you see from there.

If you press-hold the Safari refresh icon and select the "Request Desktop Site" option, then you get the normal icloud.com sign-in. However, have found that that can be clunky to use in mobile Safari (best to access iCloud via a desktop browser).

Second question I have is how do you access the icloud content while in an iphone or ipad as a storage area to use an app or photos, documents? Apple talks that you can do this so you do not have to a bigger capacity mobile device but I not see where you even access this function in iOS? Have not gone to desktop on my PC yet.

Download their "Files" app. That will allow you to view your iCloud content etc.

On an iOS device you can access your iCloud storage from the Files app, or any app set up to work with it, as long as it is switched on for that device.

I log in to icloud.com and it just duplicates my PC storage hard drive in a folder call image and has a folder called Documents by Readdle. There are selectors that has document with a +, a cloud that has up arrow and a cloud that has down arrow and trash can image.

I have no idea how this icloud website works.

It uses a fairly typical GUI interface

What, specifically, do you want to do?

you get that on your computer? because you should be able to access your contacts, photos, etc on the computer. if you are on an iPhone or iPad the web link doesn't work. you can go directly into your settings for that information
