How do I change my existing voice plan?

I'm trying to figure out how to change my existing voice plan on apple.com. I can change the data plan no problem, but the voice plan no! What's up with that? Am I missing something?

EDIT: While trying to pre-order the iPhone 4 on apple.com I don't see anything.

How can I do this through att.com?

Can I change my rate plan first (which would mean a new contract yes or no?) and then upgrade my phone? I want to choose a cheaper plan since my family doesn't need as many minutes...

EDIT: I'm afraid if I change my rate plan that would be the same as signing a new contract for 2 years and then I wouldn't be able eligible for the iphone 4 upgrade. Does that make sense?
