You need to post it in the ModMyi forums and then they'll probably add it within a few days. Make sure you leave a download link.

You don't need to compile it into a deb or anything. You just need to put the filesystem contents exactly how it would be on the device in a .zip file.

In a theme's case, you would have all the contents in <zipfile>/Library/Themes/<yourtheme.theme>

Then just go to modmyi or bigboss, and submit it and they will compile it into a .deb and upload it for you.
