Usually I just drag its Applications-folder icon into the trash, but now I have a special problem. A program has gone nuts on me (constantly beach-balling on start-up) and I need to delete it and reinstall. Dragging its Applications-folder icon and re-downloading the program does not give a fresh slate. Some of the settings are remembered from a previous install, and I'm not able to get rid of the problems this program is having.

But the simplest thing to do is a Spotlight search for the app's name and see if you can find anything. At a minimum, you'll likely find some .plist files in <your user name>/Library/Preferences that should be deleted.
