How do I disable all notifications, permanently?

Apple menu > System Preferences > Notifications.

I have everything on "off" but everytime I re-boot and/or shut down the computer it's back to "on".

How do I disable all notifications, permanently?

How? I see no option for it.

I tried to use "00:00 to 00:00" but when I re-started the computer it's back to "on" again.

Maybe you can try disabling the Notification Center all together? Is that what you want?

not sure if that still works.

you could try setting 'do not disturb' from 12:01AM to 12:00AM...something like that... and turn off the options for every app in the pref pane list...
