How do I disable Horizontal Scrolling in Sierra?

I upgraded from Snow Leopard to Sierra when I got the new MBP but I hate how the scrolling sometimes nudges right if you're not perfectly scrolling up/down.

Snow Leopard had the option to disable Horizontal Scrolling to give me more precision and control.
