How do I do this effect?

    You should be able to get something similar with the Turbulent Displace effect in After Effects applied to an adjustment layer and an expression like "time*200" or so applied to the "evolution" property of Turbulent Displace.

    Animate some masks with feathering on the adjustment layer to constrain it to the appropriate part of the frame.
