How do I get iPhone 4 backup onto new 4S?

When I go into iCloud on my new phone there are two backups listed, the new phone and the old phone. How do I get the old phone's backup onto the new phone? When I select it, the only option is to delete the backup.

You have to restore from the old backup. Not sure why it isn't giving you the option to do that.
