Is this some JB tweak have it on my iPhone but tweaked it to hell and it's JB so can't remember. Lol.
 
Whatever weather app you're using has to support it. Then:

Settings - Notifications

Find the app listing and add it to the Notification Center, choosing your options for the alerts.

There are others but The Weather Channel and Intellicast HD apps support alerts.
 
Ahhhh

Alright so that's what it is and the reason I'm not seeing it is because there is no stock weather app like there is in the iPhone??! LOL

I wonder if a third party weather app in the notification center would drain more battery.
