How do I get Wifi quality videos over 3G??

On YouTube, is there a trick?

Go to Youtube.com in Safari, press the + at the bottom of the screen and add to homescreen. From the mobile site YouTube you have the option to choose HQ videos

You can also use 3G Unrestrictor in Cydia or My 3G in Rock

I'm not seeing an option for HQ? Can you be more specific for the slow ones

I have the option to flag, add to playlist, favorite, but no HQ

That's because you're probably trying to watch a music video. Videos that DON'T have the HQ button means that can't be played at all. These videos also won't play in the YouTube app, either.

Because then you wouldn't buy the music videos from iTunes and digital licensing rights. More the latter.

You can use 3g unrestrictor or My3G (Both paid apps) so you get HD on youtube.app or you can just use the webapp from google and get the same result
