I bought a second hand iphone 4 thats not activated. I cant get past the apple ID and password prompt. And I dont kow who the previous owner was. But I dont know what iOS version it is. I just want it activated to be able to make calls. Will jailbreaking do this? If so what are the steps?
This is an activation locked phone. You can't get past it, by jailbreaking or otherwise. You should get your money back.
You bought a paperweight. And I wish folks like you would stop posting "Bought a phone, it's activation-locked, can you jail-break folks help me"? We can't and we wouldn't...even it it were possible to defeat! Someone should sticky it.
No. You bought an icloud locked device. There's nothing you can do with it. You can use it as a paper weight or table balancer maybe but that's about it.
Threads like this make me glad Apple created iCloud lock with iOS 7, and should provide comfort for anyone who's ever had an IOS device stolen.
My 6s is on find-my-phone but my ipad2 is not (thru oversight). It's wifi-only so that's another reason why it isn't, but seeing your post reminds me to add the latter to my profile.

Why wouldn't they? After all people that jailbreak are just thieving scum that only jailbreak to pirate apps and unlock stolen phones.
