I have the unlimited data plan on my iPhone 4. How do I know if I'm in the top 5% and being throttled?

The will inform you that you are in the upper 5% first before they throttle your speed. You need to reset your data usage on your iPhone on the day you account period ends so you can keep track.

AT&T also has a free apps to track your data or you can send a text to *3282# and they will text you back.

Almost. You actually have to dial that number (as if you were making a phone call). You will receive a popup saying your request has been accepted, and should recieve a text with your data and text usage in a few seconds to minutes.

That said, if you really have to ask if you are being throttled, you probably aren't. Not trying to be a wise-arse, just saying that you would almost certainly notice.

That has throttled written all over it.

Or a poor cell tower...at 3 bars, it might be reasonable. That's what I saw at my former workplace in Houston. :(

I just ran it on my 4s and got 1.01 down and 0.08 up. And I cannot imagine I am throttled as I have used a total of 1.6Gb since I got my 4s on release day in mid October.
 
I've had faster than that with 3 bars of 3G service.
Something is definitely amiss.
Time for at least a phone call to AT&T.
 
I'm just saying you can't guarantee it's being throttled. I have poor 3G coverage here and I am most certainly NOT throttled. The only way to know for sure is to call AT&T.
 
.9 is fine.

I'm on verizon and I'm in a lead building. I float between two and 3 bars and just got .29 (at 2-3 bars of signal).
 
I consistantly get terrible At&t 3g/HSPA+ speeds. I am just outside of Philly and should have excellent coverage. I don't believe anything At&t says. They are just totally full of S%*T. I am an ulimited data customer who hasn't even reached 2gig of data since launch day.

I was tethering A LOT earlier this billing cycle. They changed my plan off of the unlimited plan to a 5GB max plan for more $...i called and finally repeat finally got them to switch me back to the unlimited plan. I think I'm being throttled now...

If I am being throttled do i only get throttled through this billing..then it resets?

The thing I found out about Speedtest is the test server can also skew your results. It could be overloaded or on a crappy connection itself.
So I hit a few around the west coast to figure out what my true average speed is.
