How do I make a .gif file?

I want to capture a part in a video I have and make it into a GIF to post on forums, how can I do this? Is there an app I need?

You could always take a screenshot at the part of the movie, although if it's a protected DVD, it won't let you.

I believe you can easily create animated gifs using adobe fireworks. There's other applications that do that as well. I suspect you can easily find one that's free/cheap using google.
