How do I make this type of map video?

I want to make a video showing the growth of an organization. Having a map, and showing the years change, and as the video plays, showing flashes with a dot left after the flash, like in this video...

Can iMovie make this type of video, or do I have to use some other kind of program?

Can't be done in iMovie.

There will be a bit of a learning curve but it can be achieved in After Effects and there is a free trial on the Adobe website that has full functionality.
