Is there a way to create a page in iWeb which is within the site structure but does not appear in the menus. This way I would be able to call the page by the direct url and have it open by clicking on a graphic or left navigation.

In the Inspector's "Page" pane you can untick "include page in navigation menu". Haven't tried this myself but I presume that's what it is for.
I am referring to iWeb '08, YMMV...

Correct. And you can link to the "hidden" page by inserting a hyperlink on any other page and choosing the "One of my Pages" option.
