The vinyl covering on my eave has fallen loose. Does anyone know how to reattach to the eave. I hesitate to nail into the siding unless its the only answer.

That's your soffit. Might be a simple "push it back in place", but that soffit is an important part of your roof, so you might want to have someone who does this, take a look inside, just to make sure that everything still looks OK. Had a neighbor a few years ago, with a similar soffit fault. He found out that there was a leak (not visible from the outside) that was starting to rot some of the rafters in an area like that.
In your case-- might be nothing, just close it up. But, IMHO, not something that you want to put off too long, now that you have seen it.

When the soffit was installed, a length of support channel was nailed to the wall. The inner edge of the horizontal pieces rest on the channel.
From your photo it's clear that the support channel is no longer attached, which is allowing the whole assembly to sag at the end. Who knows why.....maybe something has rotted and the nails have pulled loose. It's possible that there's been a roof leak just above where the roof slope meets the side wall (are you in snow country?). If so, that's going to need attention or there will be more trouble in the future
It's going to be necessary to remove some of the horizontal pieces in order to see what has happened. Some corrective work will probably have to be done so that the channel can be be nailed back in place. Once the situation with the channel has been fixed, then of course the horizontal panels will go back in place.

But don't hire somebody's layabout brother-in-law who drinks too much and is bluffing about being able to fix it

Ive called a local roofer w A+ BBBusiness rating, as far as that takes me. I would like to find out what loosened all this. You are right its missing a track, but nothing ever fell down, such as track. Report to come. Thank you for your detailed response plus picture.
Not knowing sometimes sets my mind to spinning. Well, most times anyway. The roofer offered two possibilities. I chose the easiest and put three screws in the soffit. Looks great.
