How do I prompt a log-in window using Starbucks wi-fi?

I am in Canada and Starbuck's uses Bell Hotspot to allow free wi-fi. My problem is when using my iTouch 3rd Gen the wi-fi will find the Bell wi-fi but the log-in to accept the terms and conditions doesn't load.
This does not allow connectivity to the network 🙁

Anyone know how to prompt for the login box to come up?

Sometimes, it will automatically pop up when I am still in my Settings, sometimes it pops up when I open Safari but often i wait and wait with nothing happening.

Yeah, I had trouble with that when I was in Canada as well...

If memory serves me right, I had to sign up on a different network (my hotel wi-fi), then I could log in at Starbucks.
