FW: 3.1.3
Baseband: 5.12.01
Jailbroken: Spirit
Unlock: repo666.ultrasn0w
Carrier: T-Mobile

Looking to reinstall my 3.1.3 firmware. It's currently already jailbroken, so if there's something I need to do through Cydia, I can do that. When I try to reinstall I get the 3194 error because 3.1.3 isn't signed by Apple anymore.
 
Is there any program I can use (perhaps in conjunction with Cydia) to accomplish this?

Nope, nothing will let you restore to old firmware on a 3GS without those unique blobs for your device only released by Apples server before 4.0 was out.
If you havent saved them locally or thru cydia servers you cannot restore or downgrade to anything but the latest 4.0.1 thats out.

I am still on 3.1.3 right now, though. I can't save the blobs NOW?

Nope, now its too late.
Apple stoped releasing them as soon as then next/latest firmware is out.
So in your case its stopped putting out those blobs on June 21st.
