How Do I Restore iPhone with Local Backup from MobileSync Folder

I’m in the downgrade phase where I’m using iTunes 10.7 with an iPhone having iOS 6 and I made a local backup file that sits in my MobileSync Folder under Application Support. How do I get this local backup data back onto my iPhone? The iTunes recognizes the iPhone.
