How do I turn off all background data?

Hey,

Volunteering in Africa, data on the phone is expensive! Trying to only have Mail active, but so the phone only checks when I go into Mail, and only Facebook, Message, Whatsapp etc when I go into it. I keep running out of my daily 25 meg allowance. I have tried to turn off all apps in the background but think they must still be on. Background App Refresh is disabled. Not sure what else I should do?

Set your mail settings to fetch.

Settings -> Mail,Contacts,Calendars -> Fetch New Data -> Choose Manually.

Settings -> Mobile/Cellular -> you can toggle on and off mobile data usage for each app here.
