You don't.

You can only upgrade to a version of iOS that Apple is signing for your hardware. For the 5s, that's iOS 10.

If you wanted iOS 8, you should have updated when it was released. You waited too long.

They are for the 4s. My son recently updated to 9.3.5 on his 4s.

But in general, no, they aren't signing 9.3.5 now.
