Did you check your AT&T account to make sure that you have the new Data Plan for iPhone 4S - IHN1 (SOC Code)?

Check your account and see if this is the one selected in your Features and is active without a future date.

Hmm, the plan I have looks nothing like that. I have to login to AT&T Business Direct Premier for my account, which may be why.

Mine shows:
Data Unlimited for iPhone 4S
GPRS WAP UNLTD DOM - CMB1

But I have read a few posts on Google searchs that say 4G/HSPA+ requires SOC code of HSDPPB instead of CMB1? Not sure if this is relevant to iPhone though.

Hmm... On phone with AT&T supervisor, they say I am on IHN1 even though my account info online does not show that I am. Went over this in detail just to be sure. She assured me I am not on CMB1.

Edit: Also called my closest AT&T store and asked if they were seeing faster speeds and I felt like I got some kind of form response that she had said 100 times, that basically was to the effect of "Millions of people are activating their phones so the network is not running like it should". I feel like if that was the case, it would be affecting everyone not just people in certain areas, and not 24/7. I have run tests at all time of day and night and not seeing HSPA+ speeds, or even close. (1-2mbps max)

Yea, that's not your feature code. That's just the recent usage bucket.

You need to look at Manage Features link to see the features that are selected for your line. Just hover over the individual hyperlinks and you will see the SOC Feature codes.

Those other SOC Features are not valid for an iPhone. I don't use the term SOC Code since the C in SOC is code. :D

I see, yeah that works on personal accounts, tried it on my friends, but the interface is completely different for AT&T Premier. Guess I will just have to trust them that I am on IHN1.

I did get some more tests from another 4S user near me, and we are seeing identical speeds. I guess the network here in South Denver, CO sucks. At least I got 105Mbps home line =)
