How do users report bugs to Apple?

Is there a bug reporting form available to regular customers for iOS? Found just a few small minor things I'd like to report in iOS 8.

Logging in with my Apple ID doesn't work, page just refreshes without error. Do I need to activate my account for that feature somehow?

That's the developer bug reporter...he specifically asked for the way to report bugs for normal customers.
