Ummm, OS X is a Unix based system. Plus there is this.

URARX and Stuffit expander will uncompress RAR files.

According to this site, there are tools available to make them as well.

Works just fine with ZIP, RAR, 7z, ARJ, LHA, TGZ, TAR etc…

Protip: just about any RAR compressor has an option to make split-archives. RarMe, Rarify... go to macupdate and search for rar.
