How do you change system icons on Big Sur?

I really haven't been able to find a proper answer answer after quite a bit of search. How do you change system icons on Big Sur? And is there a way to keep SIP enabled after changing the icons, as a bonus?
 
I haven't tried with Big Sur, but I tried extensively with Catalina and could not find a way even with SIP turned off.

I imagine Big Sur will be the same as Apple has further locked down the system in 11.1.
