Stumbled across this thread, and found another method that is similar. My situation: I have a crap ton of pics in iPhoto and had decided it was time to update my user picture. For some reason, OSX doesn't want you to easily choose from your iPhoto library for your user pic. My work around worked with iPhoto, but I'm sure it would work with any photo in any app it can be copied. Either command-c or edit-copy or rightclick-copy the photo you want. Select the photo and then command-v, viola! Very similar to drag and drop, but without having to set up the windows next to each other just right.

While I'm sure the more advanced/power users amongst us are thinking: "Duh!" I'm hoping that novices will happen across this via elgoog and stuff… I am surprised that the user pic is so disconnected from the rest of the OS as far as integration goes. Not even a "browse" button to select a photo?
 
I can't change my picture without it being one taken with the "camera" on my iMac is that how this works? I can't use a normal pic on my dekstop to use, if so how?

I'm not seeing how to manually change it other than use the default pics like the soccer ball etc
 
I got a little confused, but if you guys are looking to change your user picture from Preferences>Users & Groups, there is a simple way.

Locate the picture you want to set as your user photo in Finder. Then, Preferences>Users & Groups.
Now you have the Finder folder in the background and Users & Groups window at the front.

WITHOUT clicking the Finder window, drag the picture onto the U&G window where your old picture is. (There should be a + sign next to your cursor now).

Drop it on the old picture.
Make your size and placement adjustments and you're done.
