How do you clean install iP4S from a iP4 backup?

When I get iP4S I can simply connect it to iTunes and do a RESTORE from the latest iP4 backup, but what is being restored, just data? If so, this is in effect just like a clean install on a Mac?

If not, how do I do a clean install of iP4S?
