Settings>Camera>Preserve Settings>Live Photo - that should be if you turn it off when in the camera app, it will remain off.

It’s not hard to do
Touch the icon in the camera app
Once it’s off it’s off until you turn it back on

Settings > Camera > Preserve Settings

Toggle the Live Photo setting to On. Next time you disable Live Photo’s in the camera app, it should stay off until you turn it back on.

I've been having problems with live photos turning itself back on. I've turned it off three times now, only to notice it's turned itself back on!

Is there some other reason it reactivates without action by the user? The first time I thought I must have inadvertantly turned it on, but I'm certain I did not the last two times.

I like it too. I’ve captured some fun spontaneous moments with it, and it’s an option, so I don’t get the hate, but this is MacRumors.

One of the most amazing live photos I have is of my 1 year old nephew getting so excited he clapped his feet together. I would not have that if I turned off the live photo. It would just be him on the floor with his legs spread open.

my point is it does serve a purpose

I hate it

I thought I did, but apparently not good enough. Thank you.

Although it's weird that turning it off within the camera app will keep it off for days or even weeks, before it randomly turns back on.

Strange way to make it work.

We were at the Xmas show for my little G this past weekend, didn't want to sit with video, so I just shot photos - however, I did it with live enabled, and got a couple of AMAZING "videos" (I actually exported them as videos to share).
