How do you do that streaking blur effect?

Does anybody know how to create those cool streaking "blurs" or whatever they are when the camera zooms or pans in the first few seconds of the video? Can you do it on FCP or Motion?

I'm talking about the effect that occurs from 0-1 seconds. Maybe I mean light streaks rather than blur.

I'm not really an effects person, but I think the motion blur effect in FCP should do the trick.

I've tried all the blur effects but they're not cutting it... at least not by themselves.

AE for sure...

You could certianly key frame a radial or directional blur in After Effects to get this effect. Not sure if you can do the same in FCP but probably can...I don't have FCP in front of me right now...
