How do you edit the Share menu?

The iOS share menu has always been an inconsistent pain for me. Sometimes apps don't show up at all, even in the edit menu, until the app is restarted. I'm not able to add items to favorites. The apps to share-to are seemingly different in each app (different options in Safari than Photos).

Is this just how it is or is there some way to manage this utility?

Editing the share menu is done from the “More”/three dot option at the top of the share page. But you are limited as to what you can add or remove.
