What AT&T may mean is that it is unlocked (so its not locked to them) so it wont have their IMEI or anything. Looks like its just a mis-understanding to me.
 
I found the PIN for my Italian SIM and I successfully entered it. States 'no service'. So does that mean I'm in the clear?

I'm away from home this weekend and would need to go a carrier store to test their SIM. Would like to avoid that if possible.

That phone is unlocked, but unable to get service from the Italian carrier. That makes sense; they may not have roaming deals with any of the carriers in your area.

Yep, that's exactly what I've had when I've left a foreign sim in an unlocked phone and there were no roaming partners where I was at the time. So the OP's phone is unlocked.
 
Sounds like the phone was unlocked all along.
You were just calling and asking 1000 questions everywhere and wasting your time for nothing.
All you need to do is stick a sim inside and if it doesn't say unsupported sim then it's unlocked.
 
Just borrow a Verizon or T-Mobile nano SIM card from a friend to confirm if it's unlocked.

Surely u know someone anyone with a nano SIM card from one of those carriers.

I just replaced my wife water damaged iPhone 6S ATT (got it unlocked via att request site in sept 2015 even though it was "under 2 year contract as new phone"

So when rep gave me replacement. It has that same warning message about being "locked" once activated. I have both Verizon and att service. So I simply put my Verizon SIM card in and phone worked. Than put my wife att SIM card and replacement phone worked.

Bottom line: your replacement phone with that warning message is I unlocked.

Guys I just realized visual voicemail is unavailable to me. That's what it states on my iPhone. Is this related to my IMEI not being recognized by AT&T as one of their own?
