I was just watching a video review on the iPad 2 on YouTube and something caught my eye - a 'Restore in Progress' on the screen. What does this exactly do? Is it like Time Machine / imaging a iPad? Restoring everything back onto the iPad? For example, migrating from an old iPad to a new iPad?

Yes, iTunes backs up your iPad when you sync. If your iPad gets/lost/stolen/replaced with a new one, you plug the new one in to iTunes and you can restore it exactly from the backup of your old one. It's the same with iPhones and iPod touches.
