The Macbook Air doesn't download Windows drivers.

If you are running Windows via Bootcamp, Apple will push drivers to your macbook.

I believe that updates to the drivers will appear in the Apple Software Update app within Windows.

Yes bootcamp. The pushed drivers are updated via Mac?

If you install windows via bootcamp, your macbook will download the drivers for you.

I haven't used bootcamp in a year, but trackpad/multitouch was one of them i believe.

In order to download the new drivers, you need to start up Boot Camp assistant. One of the options on the first menu is to download the drivers.
