How early can one sign up for the iUP?

Anyone know when one can sign up for the iPhone upgrade program prior to pre-order? I'd like to get everything ready to go and be ready to just click and buy.

I want to do the same but it appears we are SOL and will have to apply during preorder (which is going to suck/be impossible to get through to do without pages timing out). I don't think Apple thought this all the way through with prequalification. They should extend it to new IUP customers also but maybe they aren't to control the flow of people doing preorders on the 27th. In a nutshell new IUP users will not be the first to get the new iPhone. By the time we successfully get through he process the ship date will have slipped way into December (or worse)
