How fix icloud drive always show upgrading?

im also stuck on this, i never had an issue before and today i attempted a restore and set up as new and my devive won't pull anything from iCloud, so i rolled back to 7, then upgraded, my stuff is there but iCloud drive is stuck on upgrading

More updates on issue, icloud was working fine on iPad. So to test it I turned iCloud dive on and off with no problems. But once I signed out and back in it now says upgrading as well. So moral if yours is working don't sign out of iCloud
