Simply stated, don’t wait to see the padlock icon unlock before swiping up. As soon as your screen comes on, swipe up. As soon as the screen comes on the Face ID hardware is already looking for and scanning your face. This allows you to swipe up without waiting for the padlock. This works for me and is seemingly as quick as Touch ID. I also hypothesize that as Face ID gets more used to my face, this will go from working the majority of the time to 99.99% of the time.
Apple tends to show ways to use their products that are easily understood by many, but are not necessarily “the best” or fastest. Just as there is a quicker/better way to access the app switcher, there is a quicker/better way to use Face ID.
